Who We Are

We are an eclectic array of private citizens who came together to form the Tangible Ballot Initiative group. We are non-partisan — our sole purpose is to preserve voting integrity by changing the legal definition of election ballots in California. Principal members include:

Harry V. Lehmann

Harry is the founder of the Tangible Ballot Initiative. He is an experienced attorney who practices civil litigation, including cases involving scientific proof, with offices in his hometown of Novato, California.

Andy Berkenfield

Andy is a partner and the general manager of Duncan/Channon, a highly regarded advertising agency. His business experience and creativity are a great asset to our group.

Jean M. Bowler

Jean, a native of Marin County, California, is a graduate of the Georgetown School of Foreign Service, after which she served as a principle of a language training business in Paris France, for almost a decade, before returning to Marin. Jean possesses a Masters degree from Dominican University, where she teaches part time. Jean Bowler and Harry Lehmann are a married couple of many years.

Tom Courbat

Tom Courbat is nationally known for his tireless dedication to the elections integrity movement. Tom is retired from a long career in public administration, and has been working nearly full time, on a voluntary basis, on election integrity issues, for more than three years.

Michael W. Garsva

Michael is retired from Golden Gate Bridge, Highway and Transportation District and is a deeply experienced investment personality. Michael has brought his rich life experience, intelligence and enthusiasm to our team since the start.

Ernie Gray

Ernie, a successful businessman, is a former (four time) Mayor of Novato, California, with an obvious depth of knowledge in politics. His experience and advice is invaluable to our group.

Sherry Healy

Among many other involvements, Sherry is a co-founder of the California Election Protection Network, a non-partisan organization dedicated to election integrity issues. She is also co-founder of a successful communications/graphics business. Her depth of knowledge of state and national voting method technology and legislation is second to none, and her contribution to this initiative has been great.

Elbert Lane

Mr. Lane has had a full career in the high technology industry, in IT, is an entrepreneur, and a citizen very deeply concerned about election integrity.

Richard Minner

Mr. Minner has been interested in the election process for many years, and has presented a blog with his personal thoughts and data on the 2004 and 2006 elections. He is the vice president of a Sacramento area computer software company.

Jim Oser

Jim is the owner of Oser Computer Solutions in Marin County California. Jim’s presence on the Tangible Ballot team illustrates an interesting point; a majority of the people who have gravitated to regular policy contribution to the Tangible Ballot issue are persons with high professional degrees of computer knowledge.

John Sammons

Mr. Sammons is a retired Naval Officer, and brings his years of leadership experience to our team.

Terry Shea

Terry is a successful businessman and involved citizen. Terry’s business background is in natural resources investment.

Greg Speckhart

Mr. Speckhart works as a senior technical sales representative for the oldest and largest website quality assurance provider on the Internet.

Timothy Tomlin

Mr. Tomlin is a civil litigation attorney and has worked with founder Harry Lehmann on the Tangible Ballot Initiative from the outset.
